Job Title: Assistant Superintendent for Business Services
Location: Three Village Central School District
Reports To: Superintendent of Schools

Job Summary:

The Assistant Superintendent for Business Services is responsible for overseeing all business operations within the school district. Reporting directly to the Superintendent of Schools, this position provides leadership and management in all fiscal and operational matters. The role supervises the Business Office staff, including the Assistant Business Administrator, Payroll Supervisor, Purchasing Agent, Food Service Director, Transportation Administrator, Director of Maintenance and Operations, Coordinator of School Safety and Security, and other staff members as assigned.

Key Responsibilities:

Business Operations Management:

  • Direct and supervise all business operations of the district.
  • Provide leadership in all fiscal management matters.

Budget Planning and Administration:

  • Translate educational programs into a comprehensive financial plan.
  • Prepare and present the budget with supporting documentation for review by the Board of Education and Superintendent.
  • Manage all district expenditures.
  • Prepare short and long-term financial planning.
  • Identify and secure all revenue sources available to the district.

Purchasing & Contracts:

  • Establish and maintain a bidding calendar and bid specifications.
  • Conduct all district bids and oversee procurement processes.
  • Prepare and oversee district contracts for goods and services.

Accounting & Financial Controls:

  • Oversee accounts payable and receivable operations.
  • Supervise payroll operations, including the approval of overtime and extra compensation.
  • Assist in external audits and maintain fixed asset inventory control.
  • Implement financial safeguards to ensure the security of district funds.

Cash Flow & Investments:

  • Develop and monitor annual cash flow.
  • Assess borrowing needs and monitor market conditions.
  • Establish and manage investment plans.

Insurance Management:

  • Recommend and monitor insurance coverage.
  • Evaluate insurance claims and premium costs.
  • Explore competitive and alternative insurance options.

Labor Relations & Negotiations:

  • Participate in contract negotiations as a member of the district’s negotiating team.
  • Conduct cost analysis for bargaining unit proposals.
  • Administer collective bargaining agreements.

Financial Reporting:

  • Prepare financial reports for the Board of Education, Superintendent, and governmental agencies.
  • Manage financial data collection for surveys and questionnaires.

Food Service Operations:

  • Oversee food service operations in compliance with district, state, and federal regulations.
  • Manage the free and reduced lunch program.

Transportation Oversight:

  • Provide oversight for the district’s transportation program in collaboration with key administrators.

Facilities & Operations Management:

  • Supervise building and grounds maintenance.
  • Coordinate capital projects and long-term facility planning.
  • Oversee contracts with consultants, architects, and engineers.
  • Manage district energy and security programs.
  • Oversee utilization of facilities by external organizations.

Primary Relationships:

Superintendent of Schools:

  • Reports directly to the Superintendent.
  • Represents the district in business-related matters.
  • Serves as a member of the Superintendent’s Cabinet.

Board of Education:

  • Attends Board meetings and provides financial reports.

Principals & Directors:

  • Collaborates on business-related matters affecting schools.
  • Serves as a member of the Administrative Cabinet.

Professional Staff:

  • Consults with staff regarding district-wide business matters.

Qualifications:

  • Bachelor's degree in Business Administration, Finance, Accounting, or a related field (Master’s degree preferred).
  • New York State School Business Official (SDBL, SDA) certification required.
  • Extensive experience in school district financial management.
  • Strong leadership, analytical, and communication skills.
